Warwick is Rhode Island's second-largest city, a densely developed suburban community wrapped around the shores of Narragansett Bay and Greenwich Bay south of Providence. The city's extensive coastline — nearly 40 miles of shoreline — and its position as a nitrogen-sensitive Narragansett Bay watershed community makes its septic regulations among the most stringent in Rhode Island. While much of Warwick is connected to the Warwick Sewer Authority's collection system, older neighborhoods and areas where sewer extension is not economically feasible remain on private septic systems. The presence of dense coastal development with sandy outwash soils creates a challenging nutrient management situation that RIDEM addresses through Nitrogen Management Area designations.

Hinckley gravelly sandy loam and Merrimac loamy sand on glacial outwash plains — Typic Udipsamments and Typic Dystrudepts with very good to excellent percolation; Quonset gravelly loamy sand in older outwash; Walpole fine sandy loam and Whitman mucky silt loam in wetland depressions with seasonal high water table at surface
Hinckley gravelly sandy loam (Typic Udipsamment) and Merrimac loamy sand are the dominant soils in Warwick's outwash plain areas — extremely well-drained with percolation rates of 2 to 8 minutes per inch. While this means conventional systems drain easily, the rapid percolation also means less wastewater treatment before groundwater entry — a key reason nitrogen-reducing I/A systems are required throughout the Nitrogen Management Area. Quonset gravelly loamy sand is similar. Walpole and Whitman soils in coastal wetland fringes are not suitable for any OWTS.
RIDEM and the City of Warwick jointly oversee OWTS in unsewered areas. Virtually the entire city falls within a Narragansett Bay Nitrogen Management Area, requiring advanced treatment I/A systems for any new installation or replacement system. The Warwick Sewer Authority actively pursues sewer extension projects to eliminate septic systems in densely developed coastal neighborhoods. Greenwich Bay, which has experienced shellfish closures due to wastewater impacts, receives particular regulatory attention.
City of Warwick Department of Public Works issues septic permits for unsewered areas. Much of Warwick is sewered via Warwick Sewer Authority. Remaining unsewered areas require RIDEM certification. Permit fees $200 to $400. RIDEM Certified OWTS Installer required. Nitrogen Management Area designations cover most of Warwick due to Narragansett Bay proximity.
