Why do so many Port Charlotte properties need a mound or fill instead of a standard drain field?
Because there is not enough dry ground under the lot in summer. Florida requires 24 inches of unsaturated soil between the bottom of the drain field and the seasonal high water table. On the Punta soils that dominate Port Charlotte the water sits six to eighteen inches below the surface for one to three months of the wet season, and Charlotte County Utilities assumes water within 24 inches of the surface across its whole service area in natural conditions. Raising the drain field on imported fill or building a mound is how you create the separation the rule requires. It is normal here, not a sign that something is wrong with the lot.
Who issues septic permits in Charlotte County?
The Florida Department of Health in Charlotte County. Its Environmental Public Health staff inspect and issue permits for onsite systems producing 10,000 gallons or less per day of domestic-strength sewage, which covers all residential work and most small commercial. DEP sets the rules and supplies the forms — applications go in on DEP Form 4015 under Chapter 62-6, F.A.C. — but Charlotte was not among the counties where DEP took over field permitting on 2 January 2025, so the county health department is still the office handling new installations, repairs, replacements, change-of-use approvals and abandonments.
What happens to a septic system after a hurricane here?
