Lake County estimates it has around 80,000 septic systems, adds roughly 2,200 new ones a year, and repairs about 1,000 annually — a county whose comprehensive plan openly credits its high elevation and dry soils with making so much of it suitable for onsite systems in the first place. Leesburg sits at the western end of the Harris Chain of Lakes, in the transition between that favourable ridge terrain and the lake-fringe flats where the arithmetic changes completely. About 19,000 of the county's systems are in the Wekiva River Protection Area, on the other side of the county, where nitrogen-reducing standards apply. Leesburg itself is not in the Wekiva area, but it is inside the Upper Ocklawaha River Basin Management Action Plan, which covers Lake Harris and the rest of the chain and identifies nutrient reduction as needed across sectors. For a homeowner, the practical consequence is that where a property sits relative to the water — on the ridge or on the flat — matters more here than in most Florida counties, and it is settled by a site evaluation rather than by a rule of thumb.
Soil Conditions
Leesburg sits where two very different soil worlds meet, and which one a parcel falls in decides almost everything about its septic system. The uplands carry the Lake series — the type location for that series is in Lake County — a deep sand that is excessively drained, rapid to very rapid in permeability, with groundwater more than 80 inches down all year. Nearly level to steep, it is about as easy as Florida gets for siting a conventional drain field. Drop into the flats and depressions around the Harris Chain and the picture inverts: hydric sands and flatwoods soils that are saturated or ponded long enough in the growing season to go anaerobic, some with a water table within ten inches of the surface in an average rainfall year and very slow permeability. The two can sit a few hundred feet apart, which is why a site evaluation here tells you more than a neighbourhood generalisation does.
The Lake series is the reason Central Florida's ridge is covered in septic systems and also the reason the state worries about them. It is a thick bed of sand, excessively drained, rapid to very rapid in permeability, with the water table more than 80 inches down year-round. Every hydraulic constraint a drain field can run into is absent. The treatment constraint is not: quartz sand adsorbs very little nitrogen, and effluent moving that fast through a soil with almost no organic matter reaches groundwater with limited denitrification. That is why nitrogen-reducing technology gets recommended on ridge sands even outside the areas where it is required. The flatwoods and hydric soils around the Harris Chain present the opposite case — slow permeability, seasonal saturation within a foot of the surface, and the anaerobic conditions that define a hydric soil — where the design question is getting and keeping 24 inches of unsaturated soil under the drain field, usually with fill or a mound. Web Soil Survey will name the map unit on a given parcel; the permit still turns on borings and a site evaluation.
Water Table: On the ridge sands around Leesburg the seasonal high water table is commonly more than six feet below grade, and geotechnical work in Lake County has estimated it deeper than twelve feet on some well-drained corridors, with water perching temporarily on silty or clayey layers during heavy rain. In the flats, wetland fringes and depressions near the Harris Chain of Lakes, seasonal highs run roughly zero to three feet, and mapped hydric soils can hold water within about ten inches of the surface. Lake levels in the chain are driven by rainfall and partly managed by St. Johns River Water Management District structures, and near-lake groundwater tracks them. Florida requires 24 inches between the bottom of a drain field and the seasonal high water table, which upland sites clear easily and lakeside flats often do not without fill or a mound.
Local Regulations
Chapter 62-6, F.A.C. governs all onsite sewage systems in Lake County, permitted and inspected by the Florida Department of Health in Lake County under DEP's authority. Standard state requirements apply: 24 inches of separation between the drain field bottom and the seasonal high water table, 75 feet from surface water, and 100 feet from a public water supply well. Two overlays add to that. Lake Harris and the Harris Chain fall inside DEP's Upper Ocklawaha River BMAP, which identifies septic load reductions among the nutrient strategies for the basin. Eastern Lake County falls inside the Wekiva Study Area and Wekiva River Protection Area, created under the Wekiva Parkway and Protection Act; the state health department's Wekiva Basin study recommended a 10 mg/L total nitrogen discharge limit for new, modified and existing systems in the primary and secondary protection zones, along with maintenance and inspection requirements and nitrogen-removing systems where density is too low for central sewer. Lake County has separately drafted an Advanced Treatment Septic Systems regulation that would require an enhanced nutrient-reducing system or distributed wastewater unit for developments not required to connect to sewer, and state law already requires connection within 365 days of sewer becoming available.
Septic construction permits for Leesburg and the rest of Lake County are issued by the Florida Department of Health in Lake County, from its Tavares office, on DEP Form 4015. The Clean Waterways Act moved regulatory authority for onsite sewage from DOH to DEP in 2021, and DEP took over field permitting in sixteen Panhandle counties and Marion on 2 January 2025 — but Lake was not among them, so the county health department is still the office you apply to, working under DEP's rules in Chapter 62-6, F.A.C. A new system needs an application, a site plan, zoning clearance and a site evaluation establishing soil profile and depth to the seasonal high water table. Two regulatory overlays are worth checking before you design anything: DEP's Upper Ocklawaha River Basin Management Action Plan covers Lake Harris and the rest of the Harris Chain, and the Wekiva Study Area and Wekiva River Protection Area cover eastern Lake County, where nitrogen-reducing standards apply. Lake County has also drafted a land development regulation requiring an enhanced nutrient-reducing system where a development is not obliged to connect to central sewer.
