Septage pumping in North Carolina is permitted by DEQ's Division of Waste Management, not by the onsite wastewater certification board. Under G.S. 130A-291.1(c) no firm may manage septage or operate as a septage management firm without a permit from the Division, and permits run for one calendar year, expiring 31 December. The permit covers septage broadly — not only septic tanks but portable toilets, marina pump-outs, restaurant grease and similar waste — so a permit holder is not automatically a residential septic pumper. Check that septic work is what the firm actually does.
Checking it yourself: DEQ publishes its list of permitted septage firms, disposal locations and vehicles. A firm that installs systems as well as pumping them will also hold an NCOWCICB certification; the two are separate.
