What this OSWW Pumper/Hauler covers

South Carolina licenses onsite wastewater installers in three tiers under S.C. Reg. 61-56, administered by the Department of Environmental Services. The tiers are cumulative and the boundary between them is real: a Tier 1 licence does not permit repairs to an existing system at all. Licences renew annually. Continuing education runs on a two-year cycle — eight hours at Tier 1, twelve at Tier 2, eighteen at Tier 3 — a requirement that took effect on 1 July 2025. Tier 3 installers must also carry a bond and insurance under §61-56.703.

A pumper/hauler licence authorises cleaning onsite wastewater systems, self-contained toilets and other sewage holding systems, and transporting what is removed. Septage may only be disposed of at facilities the Department has approved and that appear on the licensee's own application.

Checking it yourself: SCDES publishes the licensed installer and pumper/hauler roster. The register lists only active licences, so a firm's presence here means the licence was current when the register was last read.
