What this OSWW Installer Tier 1 covers
South Carolina licenses onsite wastewater installers in three tiers under S.C. Reg. 61-56, administered by the Department of Environmental Services. The tiers are cumulative and the boundary between them is real: a Tier 1 licence does not permit repairs to an existing system at all. Licences renew annually. Continuing education runs on a two-year cycle — eight hours at Tier 1, twelve at Tier 2, eighteen at Tier 3 — a requirement that took effect on 1 July 2025. Tier 3 installers must also carry a bond and insurance under §61-56.703.
Tier 1 authorises installation of gravity-fed residential systems only. It does not permit repairs to an existing system, and it does not cover pumps, grease traps, mounded or elevated systems, or any commercial, large or community system.
