What this OSWW Installer Tier 3 covers
South Carolina licenses onsite wastewater installers in three tiers under S.C. Reg. 61-56, administered by the Department of Environmental Services. The tiers are cumulative and the boundary between them is real: a Tier 1 licence does not permit repairs to an existing system at all. Licences renew annually. Continuing education runs on a two-year cycle — eight hours at Tier 1, twelve at Tier 2, eighteen at Tier 3 — a requirement that took effect on 1 July 2025. Tier 3 installers must also carry a bond and insurance under §61-56.703.
Tier 3 covers everything at Tiers 1 and 2 and is the only tier permitted to install systems under Standard 610, South Carolina's specialised onsite wastewater system designs. Tier 3 holders must be bonded and insured, and may self-inspect their own installations in most circumstances.
