North Carolina certifies well contractors by construction method rather than by well type, through the Well Contractors Certification Commission under NCDHHS. The levels are cumulative: each one includes everything the level below it permits, and the difference between them is which drilling and construction techniques the holder may use. That makes the level the thing to check — a certification that covers pump work does not cover drilling a new well.
Level A is the full-scope certification: every well contractor activity, using any construction method including sonic, air rotary and mud rotary drilling. It is the level required for geothermal wells and loop installation.
